I do not have a substantial answer to this (except to say that tobacco use seems to be on the prohibition-track). However, I do want to note --- because it amuses me --- that I used to firmly believe that Prohibition should not have been repealed. I held that belief very strongly from age 12 to around age 23.

It is a hundred million thousand bazillion times better than living with Eeyore.
